The Zondo Recommendations Tracker identifies key government departments and ministries responsible for implementing key recommendations emanating from the State Capture Commission. The Tracker was designed by the Civil Society Working Group on State Capture.

The Civil Society Working Group on State Capture is a coalition of over 23 civil society organisations. The mandate of the working group has been to both support and strengthen the work of the Zondo Commission (State Capture Commission of Inquiry) while maintaining oversight over the commission in the interests of the public. The working group has achieved this through various means using advocacy, engagement with the commission and by making over 15 evidence-based submissions to the commission.

Open Secrets acts as the secretariat of the Civil Society Working Group on State Capture.

Methodology and Scoring

In order to be able to ascertain whether a recommendation has been implemented or not, we used a scoring method to ‘score’ the implementation of the recommendation. A scoring method in research refers to a method or tool used to assign scores or ratings to certain aspects or components of a research study. These scores are used to assess the credibility, quality, or level of performance of the research.

Our scoring method is comprised of 5 scoring ratings ranked in percentages from 0-100%. The scoring ratings are namely acknowledged, loading, in progress, and implemented.

  • Not implemented means that there has been zero development on the implementation on the recommendation.
  • Acknowledged means the recommendations has been merely noted by the relevant institution that is meant to implement it.
  • Loading means that the recommendation is noted and that there has been some development in implementing but is not enough.
  • In progress means there has been developments in the implementation of the recommendation, but the recommendation is not implemented, at least to satisfaction of the Commission.
  • Implemented means that the recommendation has been implemented by the relevant institution.
